Municipal sewage
Seminar
Within the project Professional assistance for slovak regional waterworks companies ISPA/KF FM no. 2002/SK/16/P/PA/008 a seminar was realized on November 11, 2007. It dealt with the issue of drawing and cleaning of sewages and dealing with cleaning of sediments - “Municipal sewage“
The main goal of the seminar “Municipal sewage“ was to mediate to management and experts of waterworks comapnies appproaches for creation of strategies for development of canalization, to mediate new trends, legal requirements and progressive technologies of dealing with municipal sewage and cleaning of sediments – to present technical outputs of the project. The other aim of the project was to provide suggestion for future because waterworks companies can „livi“ 30 and more years and their recoverability is also long-lasting. Thus sewage water treatment plants which are built in these days can also serve to next generations.
Seminar consists of three basic subject matters – drawing off waste water, sewage disposal and dealing with sediments. Within introductory lecture by Ing. E. Rajczyková, CSc. – OPSRVS Centire presented current state of drawing off and sewage disposal. 57,7 % of citizens are connected to canalization. This is lower than an average in European Union. She also explained basic requirements of 91/271/EHS directive – especially article 3, 4 and 5.2 and also emphasized the importance of legal regulations for the implementation of required level of sewage cleanliness. On November 8, 2007 the European commission approved environmental operating program. Within the lecture the basic information about main priorities for financial grants and allocated amount for drawing off and sewage disposal were provided. The total amount of money for years 2007 – 2013 is 700 mil. euro.
Creation of strategy for reconstruction of sewer networks is crucial for every waterworks company because this problem has not been solved for a long time. Development and reconstruction of sewer networks will not be funded from the European union funds when connection of new producer (citizens) will not be secured. Thus it imposes high financial requirements for waterworks companies or as well as for towns and villages on their own financial sources or credit sources. Lectures by Ing. M. Sokáč, CSc. – OPSRVS were focussed on planing and strategy preparation for reconstruction of sewer networks and use of drain models in sewer networks. Ing. T. Gibala, DHI added to this topic information about his own experience from preparation of generols for Prague and Trenčín and introduced generols as means of complex assessment of canalization networks.
Implementation of progressive technologies of waste disposal processes, their precise construction and machine equipment which assume the responsibility for technical development are basic assumption for reliable supplying of required quality for final products – clear water and removal of sediments. Ing. K. Kucman, CSc. – OPSRVS intruduced to the participants of the seminar trends in the field of sewage disposal technologies – methods which are intensively developed during last decades. He spoke about advantages and limits of used technologies, machines and devices. He also focussed on techniques and methods of biological cleaning of waste waters with the use of membraned metals isolation.
The end of the meeting was dedicated to the dealing of sediments. Ing. J. Šumná, VÚVH presented new trends and legal requirements for dealing with sediments from sewage water treatment plants. She introduced the environmental politics of european union and valid legal regulations in European union and Slovak republic. She emphasized that sewage water treatment plant has to secure that sediments processing and reached characteristics of sediment has to meet selected means of dealing with the sediment. This has to be taken into acount not only when the technological methods are being selected but also when the waste waters get into canalization – by the realization of preventive protection of sediments against contamination. The most useful method in Slovakia in case of dealing with sediments is their storage into the soil. Ing. V. Kvassay, BVS a.s. shared his personal experience from sediment and gas management of sewage water treatment plant in Petržalka and Vrakuňa. He presented his practical experience of usege of external substrates in sewer management and the efficiency of biogas favouritism evaluation despite of its illogical favouritism in case of pricing for elektricity production from biogas burning in sewage water treatment plants or in waste dumps.
Ing. J. Trgala from the copany Centire at the end of the seminár provided the participants with the information about possibilities how the European union funds can be used for the usage of alternative energy sources in current period.
Seminar was attended by 39 experts from waterworks companies, representatives of Department of environment and representatives from organizations which work in the field of water economy. Fruitful discussion and positive reactions show the importance of this topic and high professional quality of the contributions.
